WALTER SULLIVAN
Walter, a man with a tragic fate and strange beliefs, was not really a part of any religious movement. Walter was mostly known as the infamous serial-killer who brutally killed many people.
It all began when he was born in room 302 of South Ashfield Heights. His parents had abandoned him, so he never knew his real parents. After being found by Frank Sunderland in room 302, he was rushed to St Jerome's hospital. Walter spent his childhood in an orphanage where he was taken after being found abandoned in the room 302. The Orphange (called Hope House or Wish House - read more about it in the town section) was located in the woods near Silent Hill. When Walter was 6 years old someone from the cult showed him the place where he was born. Since then he started to believe that room 302 was his mother. It was Dahlia Gillespie who told Walter about a book and the 21 sacraments which he believed were to be carried out if he wanted to "wake up" his "mom". He used to travel to South Ashfield Heights every week to go to room 302, although someone else was living there at that time. After the years passed and Walter matured, he began to be more influenced by the teachings of the cult.
And then his obsession with his mother and his feelings of resentment towards the outer world became even
deeper. Walter became preoccupied with cult's "Bible", especially the part called "The Descent of the Holy Mother
-- The 21 Sacraments". After he left the orphanage he moved to Pleasent River, a town near Silent Hill. He lived a normal life there for a while and a few years later he launched his plan there.
When Walter was 24, he carried out his plans and killed ten people within ten days. After committing the murders, he was put to prison where not much later he killed himself by stabbing himself in the neck with a spoon. He was buried in a cemetary near Silent Hill, in an unmarked grave. Three days after his suicide, a man who looked like Walter was seen leaving room 302 of South Ashfield Heights.
Then three years after those incidents, another body was found, murdered in a similiar way as Walter's victims and the police suspected a copycat. There were also bodies found of two active members of the Silent Hill Cult (Jimmy Stone and George Rosten). Each of the bodies had a number carved into them (such as 13121, 141221 etc). Those numbers meant that Walter was going to kill 21 people (so in ohter words: 13/21 or 13 out of 21). Walter believed that those 21 deaths would help him to reunite with his mother.

Jimmy Stone | victim 01
Jimmy Stone created Valtiel sect and became the priest of it to mediate between the Holy Mother sect and the Saint Ladies sect. The Valtiel sect is closer to the God and their ethics are to worship Valtiel which also means acting as executioners. Jimmy was killed with a gun and his body was found in Wish House which was managed by the Holy Mother sect. Ironically, his right-hand man, George Rosten's body was found in Wish House as well.
Jimmy Stone was nicknamed "Red Devil" for his triangle-shaped hood, so therefore the Red Devil is neither Pyramid Head or any other deity of Silent Hill's religion as is often believed.
George Rosten | victim 06
George, a priest in charge of the Holy Mother sect, was the right-hand man of Jimmy Stone who was also known as the "Red Devil". He devoted himself to raising a certain individual to become a skilled follower. He succeeded in having Valtiel sneaked into this person's unconsciousness to permit the 21 sacraments to take place. But he could not control the person whom he raised and the 21 sacraments began to be performed in a way he didn't expect.
Toby Archbolt | victim 14
The Valtiel sect's influence began to dwindle after it's two priests were killed. Seeing opportunity, Toby Archbolt, a priest of the Holy Mothers sect, began illegal dealings to increase his own sect's influence. One venture included starting a sightseeing business using money he made through his shady ventures. After reopening Wish house for orphans, Toby was elected city council for his contributions to the city and people.
His hobbies include gambling and sex and he liked underaged girls.
Andrew DeSalvo | victim 18
In Wish House, there weren't enough watchmen to observe the children. So a few men, non-members of the religious organization, were hired to fill that role.
One of them was Andrew DeSalvo. He was always drunk and abused the children. Because of that he was nick-named and called "Fat Pig" by the other watchmen and children. He didn't care weather the children broke the rules or not, he abused them regardless.
